Background. The rise in the number of migratory processes and the number of participants involved in them inevitably provokes change in the migration policy of each state. Russia as a country with the longest border is inevitably involved in what is happening, in connection with which the country's leadership is forced to take political and administrative decisions preventing destabilization of the situation in the country. Knowledge and consideration of the historical experience of formation and development of the institution of migration is one of the most important conditions for the formation of the migration policy of tomorrow. The article purpose is to examine the history of the migration institution in Russia, to determine the relationship of migration processes, historical and political events.
Materials and methods. Implementation of the research tasks was achieved on the basis of the study and analysis of the major processes and events in the Russian history from the princely period until today. The methodological basis of the research included the methods of comparative-legal and historical-legal analysis: the author reviewed and assessed the legislation of different periods, in varying degrees regulating migration relationships both within the country and abroad.
Results. During the study of the history of the migration institution in Russia there has been conventionally defined several stages of its development. Established in the princely Russia, migration had its aims to solve more internal problems. In tsarist Russia there was a problem of border protection and expansion of territories which also contributed to the migration policy, which by that time had already obtained the form of a legal institution. During the Soviet period of the Russian history migration processes were under the total control of the state and contributed to the economic development of the country and strengthening of its security. In modern Russia the migration policy is extremely important for the state and it allows the country's leaders to address global foreign policy objectives. Thus, it becomes apparent that the regulation of migration processes, taking into account the historical experience, is a unique tool that allows to solve many political, economic and social problems.
Conclusions. It is found that the migration policy of the state at every stage of its historical development has been in direct relation with the internal and foreignpolicy events, and has been determined by them; but, at the same time, migration processes themselves provoke irreversible changes, reflecting the public mood, and repeated confirmation of this fact is found in the Russian history.
